Governmental session on business climate in Kazakhstan
Astana, October 27, 2009 (Khabar) -
The government is reducing terms and a number of licensing procedures for businesses. This has been announced at a sitting in Astana. Apart from that, the development plan of a new university in Astana has also been presented. It will be named after the first president of Kazakhstan and will open by the 12th anniversary of the capital city.
Zhanseit Tuimebayev, Kazakh minister of education and science:
- The development strategy of the new university is based on the following main principles: firstly, the partnership with leading educational institutions of the world, secondly, it will be a research university with a modern scientific infrastructure and thirdly, a modern practice of management and financing.
The central issue of the session was the improvement of the business climate in Kazakhstan. The government is planning to cancel almost 35% of licensing procedures in the near future.
Serik Akhmetov, deputy prime minister of Kazakhstan:
- The carried out analysis of the licensing system showed that there are more than a thousand of various permits in the country, including 504 licenses and 500 of other licensing procedures for certification, accreditation, permission, harmonization and others.
Bakhyt Sultanov, Kazakh minister of economy and budget planning:
- Almost 29 million of authorization documents were issued in 2008. It is being planned to reduce the licensing document circulation by about 880 thousand units per year. The bill which is directed at reducing and easing these procedures will be passed to the Government in February 2010.
The prime minister reminded his colleagues of the fact that it is necessary to increase competitiveness of Kazakhstani business. This issue acquired special relevance with the accession to the Customs Union. New customs tariffs will already be presented at the next governmental session.
Karim Massimov, prime minister of Kazakhstan:
- All the documents for the Customs Union are practically ready. In the case that the heads of states sign it, we will be living in a new legal environment from the 1st of January. On the one hand, new opportunities will be offered for businesses and the market will extend more, on the other, there will be new challenges and increased competitiveness. Thus, it is necessary to get ready in order to be competitive. That is why these measures are being addressed to help businesses additionally.
The head of state presented a new chairman of the Republic’s statistics agency, Alikhan Smailov, who previously held the post of a deputy minister of finance.
