4th civic forum opens in Astana

Astana, November 24, 2009 (Khabar) - Over 700 delegates from all regions of the country and representatives of non-governmental organizations of foreign countries have taken part into it. Astana has witnessed an opening of the 4th civic forum, where attendees summarized the results of the activities of nongovernmental organizations and discussed ways of developing a civic society in Kazakhstan.

Umirzak Shukeyev, first deputy prime minister of RK:
- I would like to note the role of the NGOs in the process of implementation of the Road Map programme. NGOs have developed a number of social projects directed at rendering assistance in the employment of Kazakhstan’s residents, strengthening infrastructure for the support of young people and socially vulnerable layers of society. All these projects are successfully being implemented on the state’s request.

On the threshold of the chairmanship of Kazakhstan in the OSCE, interest in the country is increasing. The 4th Civic forum, which involved over 700 delegates from the entire country attracted the attention of international organizations. This time, the number of participants of the forum has almost doubled.

Zhanna Kurmangaliyeva, executive secretary, Ministry for Culture and Information of RK:
- Today, it is obvious that in recent years the cooperation of state authorities and NGOs has become systematic. Consultations with NGOs, their participation in the development of important laws, the programme for the development of different areas and the mobilization of the potential of profiled associations for solving socially important issues are currently in the hands of the authorities.

At the forum, attendees discussed a number of issues which were raised during the live television phone-in with the president. The deficit of places in nursery schools has become one of the most crucial of those raised and the NGOs are ready to help. The minister of education and science, Zhanseit Tuimebayev said that in the near future the government will adopt a rule, according to which individuals who want to establish a nursery school, do not need to have a private building since they can open it in a rented building. The state order will also cover private nursery schools. The NGOs were asked to participate in rendering assistance to old-aged people and in the implementation of the Healthy Lifestyle programme.
