MOSCOW, December 4 (Itar-Tass) - Russia and China have exchanged
projects envisaging the creation of enterprises for the generation of
electricity, processing of wood, coal and machine building enterprises,
Russian Regional Development Minister Viktor Basargin said in an interview
published by the Investment Projects supplement to the Rossiiskaya Gazeta
daily on Friday.
The minister commented on an agreement on exchange of investment
projects recently signed with China. "We have been preparing this document
jointly with regions over six months. At first regions presented proposals
in which the raw material emphasis was strongly marked. That is we supply
raw materials and all processing enterprises are built in the Chinese
territory. This approach was naturally very welcomed by the Chinese side.
They have built railways to the border, started to build bridges and were
ready to begin the transportation of raw materials to their enterprises,"
Basargin explained.
"The Regional Development Ministry has firmly formulated its position:
we will not support projects in which our country acts as a supplier of
raw material resources. And we consider it inexpedient to put them forward
for discussion by the joint Russian-Chinese commission in this form. This
will be strategically not advantageous for us until processing enterprises
in our territory are tied with the extraction of raw materials," the
minister said.
"We have defended our position," Basargin noted. "As a result we have
made progress. We exchanged projects (there are about 100 of them) that
envisage the creation of electricity generation, wood and coal processing
and machine building enterprises," he added.
