President’s instructions are realized
Ust-Kamenogorsk, December 10, 2009 (Khabar) - The authorities of the regions and managers of enterprises actively engaged in implementation of the Presidential request, given during the "direct link". In Eastern Kazakhstan arrears of salary were reduced by half. All companies are going to pay salary to their employees until December 20. "Bona" enterprise has been working in the food industry for over 10 years. It manufactures sausages and pastries and they also have their own canteen. It renders service to 3000 people per day. It would seem there shouldn’t be problems with cash. But even this safe production is found in "black" list. Total debt amounted to 10 million tenge. Employees, which are mostly women, didn’t’ receive salary for nearly 4 months.

- Some problems arose. Though we have a large cash flow, our revenues reduced, and we got into some debt.
Galina Gaubih has two student daughters. They learn on a fee basis. She had to take the credit to pay for studying for daughters. There were also problems with salary payment at the warehouse, where Galina works. Having learnt about the "direct link" with the President, Galina decided to ask question to the head of state.
Galina Gaubih, storekeeper:
- Our situation stabilized. October’s salary was paid. And soon we will receive November’s money. I wish everyone will solve their problems as well. I believe that this is a great merit of our President. He gave instructions to the managers to be more conscientious.
The region created a special working group after “direct link” with the President. Previously, debtors would only deal with the inspectors of the department for the control of social protection, now NSC officials, the financial police, representatives of trade unions and "Nur Otan" party joined them.. The situation is improved now. A schedule of payments is created andthe financial activities of enterprises is studied.
Berdibek Saparbayev, governor of East-Kazakhstan region:
- Which reserves has the enterprise to quickly pay off the debt. For example, some have accounts receivable or have unsold material.
Bakytbek Kizatov, director of the department on control of social protection of East Kazakhstani region:
- Very efficient way when we give a list of such enterprises in the media. This gives a good effect, as the leaders of these companies immediately begin to act.
Now the total amount of debt on salary in East Kazakhstan, from 360 millions was reduced to 150. And from 66 companies remained 10. Cases of three most active non-paying enterprises are passed to the court. Up to 20 December, all debts will be repaid, the regional authorities promise.
