Senate returned to Majilis bill “About culture”
Astana, December 13 2009, Khabar - Members of the upper house amended on distribution of movies with professional dubbing in the Kazakh language. According to the Executive Secretary of the Ministry of Culture and Information Zhanna Kurmangaliyeva, the bill provides for the further improvement of the national legal framework of culture. First of all, it involves the support and development of national cinema, museums and libraries, as well as the formation and preservation of cultural values.
Zhanna Kurmangaliyeva, Executive Secretary of Ministry of Culture and Information of RK:
- The state fund of national cinema is created to maintain domestic films. Kazakhfilm studio has all the necessary conditions and material-technical base for this. It isalso expected to form a public register of films.
Senators also approved in first reading a bill amending the law on countering terrorism. Articles of the Criminal Code will be changed, limitations for the people who carried out terrorist crimes is repealed. Also the powers of persons involved in anti-terrorist operations is increased. The head of the National Security Committee Adil Shayakhmetov says now Kazakhstan has no real threat of commitring terrorist acts, so the NSC focuses on prevention and early detection of terrorist activities. The country implemented 3 state programs to combat terrorism during 9 years. The head of the committee stressed funding of NSC is not reduced during crisis.

- Today, across the country we monitor the objects that may become targets for terrorist attacks. They are strategic sites, schools, and train stations, and other places of mass population. We hold training of anti-terror experts in foreign centers, regularly hold diverse anti-terrorism exercises. Today we have launched the combined database of 12 government agencies, which will process all the information on fighting against terrorism, there is a very serious interaction with foreign partners, counter-terrorism institutions and centers of CIS, SCO, OSCE.
