CLIMATE CHANGE SUMMIT DRAFT RELEASED
Copenhagen, Dec 11 (ANTARA) - The Indonesian delegation has received a copy of the draft decision of the 15th Summit on Climate Change in Copenhagen, Denmark.
Indonesian delegation member Agus Purnomo said that the delegation has received copies of three Climate Change Summit draft decisions of the AWG-LCA, AWG-KP and SBSTA sessions on Friday.
The AWG-LCA (Ad Hoc Working Group on Long-term Cooperative Action under the Convention) of the participating countries in the United Nations Framework Convention on Climate Change (UNFCCC) that addresses long-term cooperation in dealing with the impacts of climate change.
Meanwhile, the AWG-KP (Ad Hoc Working Group on Further commitments for Annex I Parties under the Kyoto Protocol) held negotiations UNFCCC states that have ratified the Kyoto Protocol.
While the SBSTA (Subsidiary Body for Scientific and Technological Advice) is an additional body of the UNFCCC to discuss and provide inputs of science, technology and methodology.
Agus Purnomo said that he has just received the three draft decisions on Friday morning from the UNFCCC secretariat.
With the issuance of the draft decisions, Pungki said the negotiations had advanced further.
"With the draft decision issuance, it means that the current discussions have entered the negotiation stage," he said.
The results of the discussions will be brought to the plenary AWG-LCA and AWG-KP to be ratified later at the ministerial meeting beginning next Tuesday (15/12), if the negotiations went well, he said.
Agus said that with the issuance of the two COP draft decisions of the AWG-LCA and AWG-KP, suggestions from the participating countries to incorporate the decisions of AWG-LCA and AWG-KP are not to be discussed again.
However, Agus said that anything could happen in the COP negotiations because it is using a referendum.
AOSIS proposal
Regarding the proposed amendment to the Kyoto Protocol from the Alliance of Small Island States (AOSIS) represented by Tuvalu, Agus said it is a common thing in the summit negotiations.
Agus said that the developed countries wanted to replace the Kyoto Protocol to avoid obligations of reducing carbon dioxide emissions, while the developing countries want to maintain the Kyoto Protocol, even to enhance the obligated target rate of carbon emission reduction by developed countries.
