DEVELOPMENT PROJECTS AFFECT FOREST
Vientiane, June 6 (KPL) - Some development projects are one of problems that have shrunk the forest coverage worriedly, according to the Press Conference on Land Management and Natural Resource held yesterday.
The press conference was held at the Lao Journalists' Association, Vientiane Capital under the chairmanship of Minister to the Prime Minister's Office Mr Kham-ouane Boupha who is also the President of the National Land Management Authority.
Besides all Lao media was attended to listen to a progressive report of implementation project concerned.
The land in Laos is the main natural resource of the country in contribution to the socio-economic growth especially providing food, agricultural production, watershed, shelter sources of Lao people and it has also paid more important role to open more opportunities for investment sector in order to increase land-added cost.
Therefore land became most important to reduce the Lao people's poverty said Mr Kham-ouane.
He explained that now process of the land and forest allocation and including the land title have not yet met achievement due to having problems that Land Management and Natural Resource was focusing on the efforts to resolve shortcomings have become chronic problem.
For example local authorities had allowed the foreign investors to take over the land concession for industrial tree plantation without consideration and analysis processing as results made local farmers facing problems such as environmental and social impacts.
He pointed out that all process of land and forest allocation is first most fragile that the state should consider clearly before we will allow any investors access to take over the land concession for running their business and planting the industrial tree across the country. " if when land concession without analysis process might become a result of hard impact to people and society.
Now the forest covering area has been remained only 35% before 1980 Lao PDR had 47% of forest covering area throughout country reported by the National Land Management and Natural Resource, Meanwhile the Ministry of Agriculture and Forestry reported that 1989- 2000 has just covered 47% out of 70% as target plan of Government.
At the present, the forestry in Laos have been destroying and now Lao government has been improving the living condition of people and he confirmed that the country must be eradicated the poverty by 2020, he said.
He explained that in 2003 the Government's plan to eradicate the poverty of people is the promotion to people making production for market sales and encourage people to make the services.
However, the land management and natural resource has not been worked well, which there are some problem such as the conflict on land and some investment project on natural resource exploration is not correct from technique and the law.
"The responsibility for natural resource conservation must be shared by everyone," he said.
