MALAYSIAN PM SATISFIED WITH OVERALL ACHIEVEMENT OF NKRAs

KUALA LUMPUR, Dec 13 (Bernama) -- Najib Tun Razak Sunday expressed
satisfaction with the achievement of the six National Key Result Areas (NKRAs).

The Malaysian prime minister said the public could scrutinise the report
which would be made available to representatives of non-governmental
organisations on Thursday
and to the public on Friday at the Sunway Pyramid Convention Centre in Petaling
Jaya.

Najib said he hoped that the people would be able to provide feedback on the
matter to the government.

"The achievement is satisfactory but, as in any government, there is room
for
improvement," he said after listening to presentations on the achievement of the
six NKRAs, here.

Also present at the function were Ministers in the Prime Minister's
Department, Dr Koh Tsu Koon and Idris Jala, who have been
tasked with managing the performance of the NKRAs.

Last April, the prime minister introduced the Key Performance Indicators (KPI)
approach to monitor the performance and achievement of his Cabinet members in
reflecting reform and a more responsible approach by the government which gave
priority to the people.

Six senior ministers were appointed as lead ministers of the six NKRAs to
achieve the KPI targets more effectively. Najib himself was directly responsible
to monitor the performance of all ministers every six months.

The six NKRAs involve efforts to reduce crime, combat corruption, widen
access
to quality and affordable education, raise the living standard of the low-income
people, upgrade infrastructure in the rural and interior areas, and improve
public transportation in a moderate period of time.

Najib had named Deputy Prime Minister Muhyiddin Yassin as the lead
minister for widening access to quality and affordable education, Home Minister
Hishammuddin Hussein for crime prevention, Minister in the Prime
Minister's Department Mohd Nazri Aziz for fighting corruption.

Women, Family and Community Development Minister Shahrizat Jalil for
raising the living standard of the low-income people, Rural and Regional
Development Minister Shafie Apdal for upgrading infrastructure in the
rural and interior regions, and Transport Minister Ong Tee Keat for improving
public transportation in a moderate period of time.

Najib said the move to introduce the NKRAs was to show that the government
was most committed to carrying out the Government Transformation Programme (GTP)
under the 1Malaysia concept of "People First, Performance Now".

The prime minister said he was convinced that the measures adopted showed
that
the government was transparent and determined to achieve all the goals of the
NKRA targets.

"As such, I hope the people use this opportunity to get to know in-depth the
approach applied by the government and they would know what targets the
government has set," he said.

Najib said he was satisfied with the workshop held Sunday, the fifth in the
series, on the NKRAs, and that it showed a high level of commitment among the
Cabinet ministers.

He said the GTP, through the NKRA approach, recorded history because it was
the
first time that a government had implemented such an effort in a comprehensive
manner and made it available to the people to evaluate the government's
achievement.

On the Key Result Areas (KRAs) for other ministries, Najib said the
evaluation was conducted separately and was expected to be completed by the end
of this month.

The prime minister said that so far 10 members of the Cabinet had yet to
present their respective reports on achievement.

"I will meet with several ministers Monday and the others after the
climate summit in Copenhagen. All presentation (of achievements) will be
completed by the end of this month," he said.

The government has established eight laboratories responsible for the GTP,
including developing of the NKRAs.

The laboratories started operations on Oct 5, one each for the six NKRAs,
i.e. on education, low-income households, basic rural infrastructure, urban
public transportation, corruption and crime, and two focus areas which are
1Malaysia and national unity, and data management. These programmes are the
measures being and to be implemented over the period 2010 to 2012.

Najib expressed his thanks to the Cabinet ministers and the civil servants
who had worked day and night to draw up the initiatives for each of the NKRAs.
