Corruption fighting
Astana, December 22, 2009 (Khabar) - Since the beginning of 2009, 82 criminal prosecutions have been filed against officials of the Ministry of Agriculture with another 146 functionaries being punished. Corruption in the ministry of agriculture topped the 12th meeting of the Republican Anti-Corruption Council under the Nur Otan Party. The list of most common offences uncovered in the Ministry included the payment of money for unseeded lands, occupation of a state post and having a private business at the same time, lobbying the interests of large companies in tenders, the absence of supervision over the food entering markets as well as delays in state payments for farmers.
Yekaterina Nikitinskaya, member of Republican Public Anti-corruption Council, Nur Otan Party:
- Heads of the water resource and fishery inspection committees were jailed as well as their deputies for the violation of the law on state service. For instance, Mr. Kanatov having a forged higher education diploma was taken on the agricultural inspection committee of the Mangistau region. Despite having been sentenced by the court, he continued working for the committee for another 9 months and received wages.
Minister Akylbek Kurishbayev believes that the corruption crimes rate is high because of the campaign uncovering such crimes. The Ministry is currently retraining its staff with responsibilities redistributed among its authorities and supervision service working harder.
Nurlan Nigmatulin, first deputy chairman of Nur Otan People’s Democratic Party:
- While at the 12th extraordinary session, the head of state, Nursultan Nazarbayev specially emphasized that the continuation of the fight against corruption is necessary. We have been boosting the fight against corruption. The Republican council has done a lot and the Nur Otan party is going to carry on combating corruption.
Members of the council also recommended imposing effective management in the Ministry and revise its laws and set the instructions for the purchase of grain, cotton and other agricultural products at the governmental level. The council also approved its 2010 action plan topped with the supervision over the implementation of the Road Map programme, reformation of the agricultural sector as well as the construction of schools and hospitals. The council is also expected to carry on cooperating with law enforcement bodies in terms of fighting against corruption.
