Ukrainian Pres submits bill on election of local deputies under
KIEV, December 30 (Itar-Tass) - Ukrainian President Viktor Yushchenko
has submitted to the national parliament a bill that stipulates the rules
for election of legislators in the Autonomous Republic of the Crimea, the
deputies of local and rural councils, as well as the rural and urban
mayors under the majority system, the presidential press service said.
Under the proportional system that was applied here in the years 2006
through 2009, local councils were filled with politicians running on party
tickets. These people very often "didn't have anything to do with the
residents of territorial communities" they were supposed to represent, the
press service said.
Deputy Secretary of the Presidential Secretariat, Marina Stavniychuk
who simultaneously represents President Yushchenkp in the country's
Constitution Court, said on the situation: "This is why Yushchenko
proposes to elect concrete people rather than party name plates for
representing the interests of communities on councils from the local level
through to the regional level and in the legislature of the Atonomous
Republic of the Crimea."
