(LEAD) Ruling party okays 2010 spending plan in budget committee
SEOUL, Dec. 31 (Yonhap) -- The ruling Grand National Party (GNP) on Thursday
approved the government's budget bill for 2010 at a committee meeting amid a
prolonged wrangle with opposition lawmakers over the proposed spending plan.
In a blitzkrieg move, the GNP convened the parliament's special committee on the
budget and accounts early in the morning on Thursday, a day before New Year's
day, and green-lit the government's 293-trillion-won (US$251.9 billion) spending
plan.

S. Korea to increase number of peacekeeping troops to 1,000
SEOUL, Dec. 31 (Yonhap) -- South Korea will accelerate its "Global Korea" drive
in the coming year, while stepping up efforts for substantial progress in a push
for the denuclearization of North Korea, the foreign ministry said in a report to
President Lee Myung-bak Thursday.
As part of the campaign to raise its international status, South Korea will seek
to increase the number of peacekeeping troops it dispatches around the globe to
around 1,000 from the current 400, the ministry added.

S. Korea to center 'grand bargain' offer in North Korea policy
SEOUL, Dec. 31 (Yonhap) -- South Korea will push forward its offer of a "grand
bargain" -- a package deal to end North Korea's nuclear drive -- as the
centerpiece of its inter-Korean policy in the New Year, the Unification Ministry
said Thursday.
It remains to be seen whether any inter-Korean talks on the grand bargain offer,
presented by South Korean President Lee Myung-bak in September, will materialize
next year. North Korea has spurned it as "rubbish," accusing Lee of trying to
impede its negotiations with the United States.

China likely to replace envoy in Seoul
SEOUL, Dec. 31 (Yonhap) -- China is expected to appoint Yang Houlan, a career
diplomat in charge of affairs on the Korean Peninsula, as its new ambassador to
Seoul, a diplomatic source said Thursday, but both governments kept mum on the
possible replacement.
Yang is the most likely figure to succeed Amb. Cheng Yonghua, who may be assigned
to the post of Beijing's top envoy in Tokyo, according to the source.

Lee says S. Korea paving ground for better ties with North
SEOUL, Dec. 31 (Yonhap) -- South Korean President Lee Myung-bak said Thursday
that the relationship between his country and North Korea did not improve much
this year, but that the South was making significant progress in establishing a
foundation for future improvements.
"We faced many changes and challenges in diplomatic and security issues in 2009,
but I believe we are making a positive move toward a new paradigm," Lee said in a
joint policy briefing by the foreign ministry, defense ministry and the Ministry
of Unification.

Hyundai Heavy says sales rise almost 7 pct this year
SEOUL, Dec. 31 (Yonhap) -- Hyundai Heavy Industries Co., the world's biggest
shipbuilder, said Thursday its full-year sales rose 6.9 percent to 21.3 trillion
won (US$18 billion).
But new orders dropped 61 percent to $10.6 billion, the company said in a
regulatory filing.

KB Financial's new head set to step down
SEOUL, Dec. 31 (Yonhap) -- The board of KB Financial Group Inc. plans to hold an
emergency meeting on Thursday, the group said, amid rising speculation that its
new chief may express his intent to step down.
Kang Chung-won, president of the group's banking unit Kookmin Bank, was approved
on Dec. 4 by the group's board to lead South Korea's top financial services
company. The final approval is supposed to be made at a shareholders' meeting to
be held Jan. 7.
