Returning of kindergartens to state property
Ust-Kamenogorsk, January 14, 2010 (Khabar) - In Ust-Kamenogorsk, 8 kindergartens will be returned to state property this year. The city budget allocated 600 million tenge for this purpose. The authorities believe this will eliminate the deficit of places in pre-school institutions. Now almost 4000 kids wait for their turn. Aiym has to go to kindergarten for the second year but still sits at home. During this time, queue is not advanced. Grandparents of the family of Tleukhanovs live far away and the only hope for a new city program on rehabilitation of kindergartens. There were 150 kindergartens in Ust-Kamenogorsk in past and now only 30 remained.
Elvira Tleukhanova:
- I wish she went to kindergarten and play with her coevals, and professionals would work with them. And at home, of course is bad. It is desirable that she soon go to the kindergarten.
In the 1990 years the state could not maintain kindergartens, and the premises passed into private hands. Currently the back process is begun. The buildings are bought, repaired and used for their intended purpose.
Alexander Kuznetsov, head of the department of education, Ust-Kamenogorsk:
- In 2010 it is planned to return 8 kindergartens, which are now occupied by various structures, open 13 mini-centers in schools and to build 2 new kindergartens. This year we fully try to cover pre-school education for all children.
Kindergarten «Arai» changed several owners during 15 years. There were outlets, public services, and even elementary school in this building. By now the builders tore down all unnecessary barriers and replanned the building. Many parents from nearby houses did not even believe that kindergarten will be opened here once again.
The authorities plan to conduct further negotiations with private traders. It is cheaper to return the building of kindergarten than to construct a new one. Some employers themselves open private kindergartens in once bought public buildings. More and more babies are born in Ust-Kamenogorsk in recent times and investments in preschool education can bring good profit.
