Problems of Kazakhstani mass media in crisis conditions and ways of their overcoming

Almaty, November 26, 2009 (Khabar) - II media kurultai (congress) has been dedicated to this theme in Almaty. The managers of mass media, government and industry experts note that the financial difficulties in other sectors of economy made an impact on the media market of Kazakhstan. Advertising budget, staffing decreased and deficit of managerial personnel was revealed.
The crisis sparked new trends in the domestic media market. According to forum participants, mass media not only passed to the economy regime but decided to change their information policy and strategy, and even join into holdings. The state is doing everything to support the media market during crisis.

Gaziz Telebaev, Vice Minister of Culture and Information of Kazakhstan:
- State information order should be only one of the sources, and may not be the most important. Two points of view were expressed at kurultai. One suggestion is that the information order would be desirable to reduce, remove, given not to everybody, etc. the others, in contrast spoke about increasing of support especially in times of crisis. I want to say that the amount of state order in 2009, 2010, 2011 will be not change, it will remain the same.

Yerlan Baizhanov, chairman of National Information Holding “Arna Media”:
- Our media companies only in words were companies, virtually didn’t do any business. The first task we had set is to refocus media resources of the state that they began to operate in business, and think about the economic criteria for their own activities.

Another problem arisen at kurultai is a free access of foreign media to the Kazakhstani market. It is estimated that about 55 % of media space is filled with Russian content. Industry experts and leaders of newspapers and television offer increased funding in order to change the situation. As the shortage of funds does not allow to create really high-quality media products to compete with foreign media.

Kanat Sakhariyanov, first deputy chairman of the board of “Khabar” Agency” JSC:
- If to speak conditionally, one mega-project at the Russian TV channel costs $1 million, and the budget of our TV channels turns out several issues of such mega-projects.

Meanwhile, the head of holding of “Arna Media”, Yerlan Baizhanov notes that government funding of state media is only growing, and their responsibility for the quality of content should increase. Since 2001, the amount of funds allocated by the budget has grown from 4 to 20 billion tenge. This year the sum rose up to 4 billion tenge. Problems of Kazakh-language mass media forum was another topic. Participants have noted that the Kazakh-language formats must constantly improve.

Nurlan Sargaskayev, chief commercial director of «GSM Kazakhstan»:
- Our company is a sponsor, we are sponsors of media kurultai for the second year and we consider it is very important social responsibility on the part of our company to support the media in the light of what is happening in the economy during crisis. I think this improves the quality of level of coverage of business life in Kazakhstan, respectively, improves quality of media, increases interest from potential advertisers and audiences in general.

Another proposal of media market is reducing of VAT rate. Vice Minister of Culture has noted this issue will be discussed in the nearest future
