Minister N.Battsereg submits draft amendments

Ulaanbaatar /MONTSAME/ The Minister of Environment, Green Development and Tourism N.Battsereg MP Thursday submitted to the Speaker Z.Enkhbold draft amendments to the laws on garbage (new version) and on VAT. Due to a rapid population growth, urbanization and industrialization, a size of garbage has been increasing by about 500 thousand tons a year in Mongolia, and kinds of garbage have increased as well. The increasing amount of garbage and long-year existed poisonous garbage cause pollution in soils, water and air and bad effects to health of people. The current law on garbage has gone out of date, lacking a potential to satisfy requirements of intensive development of socio-economy, technologies and environment. It is estimated that 5-10% of garbage in Ulaanbaatar city is thrown outside. In addition, waste of imported second-hand vehicles, their accessories, lubricants, tires and electric products have been increasing the size of dangerous and poisonous garbage. The current situation in garbage management makes some necessities to perform technological reforms in actions of collecting, transporting and burying garbage, to create spots of dangerous garbage, to back factories of classifying and processing garbage and to create a legal landscape for putting garbage into economic circulation. Thus, the draft amendment has been worked out, reflecting necessary clauses on regulating these matters, said N.Battsereg. It is expected that the draft amendment will make the tax environment better and nicer, create opportunities for introducing new techniques, technologies and innovations and increasing a volume of processing, productions, export and job places and will create positive effects to the socio-economic development, he said.
