Russia starts building new air navigation system

MOSCOW, October 3 (Itar-Tass) -- Russia has entered an active stage of
building a new air navigation system, according to the Air Navigation
Council of the Federal Air Navigation Service that met on Friday.
The existing air navigation system based mainly on the use of radars
can no longer meet increased flight safety and plane positioning accuracy
requirements. The International Civil Aviation Organisation (ICAO) has
advised the aviation community to start using modern air navigation
methods, including Automatic Dependent Surveillance (ADS).
Under the new system, a plane is not only tracked by ground services
but also reports its position based on data obtained from satellite,
onboard and other navigation systems. This information will be available
to other planes at a distance of up to 300 kilometres. This allows not
only air traffic controllers but also plane captains to see the situation
and take measures to avoid dangerous proximity in the air.
Another advantage of the new system is that it makes it possible to
watch the situation in the air at very low altitudes, which cannot be
achieved by traditional systems.
Deputy Transport Minister Valery Okulov said this work would be
"extremely important for Russia".
The council approved an action plan for the introduction of the ADS
system in Russia. This work should be completed by 2020 when it will
become a requirement for all states.
Currently, the ADS system is being tested in the Moscow region and
will then be introduced in Yamal, southern Russia and the Baltic region.
